Before you start. I am Justin Chapman and I am a candidate for West Kelowna City Council in the October 17, 2026 election. I built this tool. It is not neutral in origin, so here is exactly how it works.
Council’s positions come from published City of West Kelowna decisions, budget documents and news reporting. Where no documented decision exists, the question is marked “no public record” and is left out of the council score. My own answers are published in full alongside yours, including the ones where I disagree with council and the ones where I disagree with most people.
I don’t include other candidates because I don’t have their positions. Any candidate who wants their answers added can send them to me and I will publish them unedited.

Scoring is based on which way you lean, not how hard you lean. If I answered agree and you answered strongly agree, that counts as a full match, because we want the same thing. Landing on opposite sides of a question is what costs you, and answering neutral against a firm position costs about a quarter as much.
I chose it that way deliberately, and you should know it flatters the numbers. On sixteen questions with five options each, requiring identical answers would make a 100 per cent match nearly impossible for anyone. Measuring direction means a high score tells you we broadly want the same things, not that we would fill in an identical ballot. The question by question table below is the honest version, so read that.
The council score uses fewer questions than my score. West Kelowna publishes meeting decisions but not per-councillor vote tallies, and on several of these questions council has never taken a recorded position at all. Rather than guess, I score council only on questions where a documented decision exists, and I show you which ones those are. The spending priority ranking is compared to my order only, because council has never ranked these against each other.
Council positions are drawn from the 2026 to 2030 Financial Plan, the 2026 capital budget, the March 2025 city hall final cost report, the January 13, 2026 short-term rental decision, the May 12 and June 23, 2026 council meetings, and reporting by KelownaNow, Castanet and Kelowna Capital News. If you think I have characterised a council decision unfairly, tell me and I will correct it.
